The Housing Authority of the City of Milwaukee (HACM) utilizes Section 3 of the Housing and Urban Development Act of 1968 to ensure the provision of employment, training, contracting, and other economic opportunities to its residents and other low-income persons. The Section 3 Resident Registry allows any public housing resident, rent assistance participant, or other low-income individual in the metro-Milwaukee area to self-certify as Section 3 and provide information about their qualifications and skills. Registered residents will be contacted when there are new work positions available.

ABOUT SECTION 3

Section 3 is a provision of the Housing and Urban Development (HUD) Act of 1968 that helps foster local economic development, neighborhood economic improvement, and individual self-sufficiency.

The Section 3 program ensures that economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State, and local laws and regulations, be directed toward low- and very low-income persons, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low- and very low-income persons.

The Housing Authority of the City of Milwaukee works to ensure the provision of employment, training, contracting, and other economic opportunities to its residents and other low-income persons. In doing so, HACM utilizes Section 3 as a means of promoting stability and self-sufficiency to Section 3 residents.

WHO QUALIFIES AS A
SECTION 3 RESIDENT?

Section 3 residents are public housing residents or other low- or extremely low-income residents of the Milwaukee Metropolitan Area or non-metropolitan County where Section 3 covered assistance is expended.

WHAT IS A SECTION 3 BUSINESS CONCERN?
Section 3 Business Concerns are businesses that meet one of the following:

  • 51 percent or more owned by Section 3 residents; or
  • At least 30 percent of full-time employees are currently Section 3 residents, or were Section 3 residents within three years of the date of first hire; or
  • Provides evidence, as required, of a commitment to subcontract in excess of 25 percent of the dollar award of all subcontracts to business concerns that meet one of the first two qualifications above.
